Not advisable if you intend to breed any of the 3. If the tank is too small and there are insufficient hiding places, molting cherry shrimp can and will be eaten by both the tetra and crayfish. With the crayfish, if you get the larger species, the neon tetras will become fish food at night when the crayfish is most active. If what you have is the CPO, and the tank is big enough, then yes neon tetra is possible. But there is still a chance of them being eaten by the CPO if it can catch them.

CPO are dwarf crayfish. We are assuming when you mention crayfish, you are talking about the smaller orange ones. And not its bigger cousins. For hiding places, it could range from dense plants, small caves, cracks formed by putting several rocks together, i hope you get the picture. molting are dangerous times for the shrimps. I will advice not to mix them. For CPO, even a small tank would result in fights among themselves and casualty.
