I would have suspected its the temp. but since you mentioned that its 27C with afternoon siesta, then its not.
Were the plants in emmersed form when planted? it could be adapting to under water conditions.
So what water temperature is the best for hairgrass?

Im not sure. Many things are going wrong with my tanks now. The lights are clip on and the first one I bought was the clip on aquazonic. Its says there are 20 leds plus 4 blue ones which I was recommended by the people at petmart. Then I switched lfs and went to y618 and they said my lighting was too low and I got myself an aquazonic clamping lamp which is 7w. Pretty much bought them without much research done.
Btw the first led is 2w as indicated on the box.
Sounds like both your old and new lights are under-powered for hairgrass growth... and those lights might not be tuned in the right spectrums for growing plants too (different from just looking at color temperature).
I guess those lights are probably more suitable for lower light requirement plants (ie. anubias, mosses etc), or just as general illumination for viewing fishes.

Urban, MS is able to grow in lower light. But is awesomely slow (even in very high light it's SLOW).
sakuras, 7w clamp on? You can grow but may meet some challenges, don't be dishearted. Your tank is those round corner ones by ocean-free?

It is a small dolphin tank I bought from petmart. And yes it has round corners.
