A good guideline is 1cm of fish to 3 liters of water...there abouts

I usually follow the guide of 1cm of fish per gallon. One important thing is to add in the fishes slowly, and not to put in all at once to ensure your beneficial bacteria can cope with the bio load.
A bit of an overkill? Anyway it's better to be safe than sorry..
1 gallon = 3.75 liters there abouts.

How much filtration for your 20G are you using. If it's not overkill filtration, i would say it's overloaded.
Likewise, most of us have the better safe then sorry all over our heads
P.S: Do i see frogs? in a fish tank?
Learning the hardway, not the highway.
