Probably means that you have high ammonia levels in your water. Your "seed culture" maybe just a lump of decomposing organic matter since you mention that the source filter has not been cleaned for a long time and there is "sludge".
Sorry about the horribly phrased title but I really don't know how to put together all of that and keep it short!
So I added a seed culture from my dad's established 4 footer into my 2 footer yesteday and day before to speed up cycling on a 1.5 week old tank. Today I noticed that tiny bubbles(1mm across, even larger ones 3mm across) seems to have managed to persist/not burst at the water surface! Is this dude to a biofilm developing-good or bad?
I must mention my dad's filter was yucky! It hadn't been cleaned in EONS! It had sludge on the sponge! Probably layers of bacteria I hope! It was green in color. But his fish seem to be doing okay.

biofilm looks like an oil film. glimmers and shines like oil on water.

Its been three weeks since setup, tank seems fine now, it has two black mollies. Sorry for the late reply! The new semester began, its been madness!
Is a biofilm bad?

Biofilm is not harmful for the fauna, but bad for aesthetics.
