Is it a one off incident or did it happen frequently?

What shrimp you keep? Some shrimp are more sensitive than others thus need more care in water parameter management

They molted and appear weak after the molt, shortly after they do not seem to move around anymore and die.

maybe diet issues? or perhaps too hard for them to moult and after moulting not much energy left to hide

think some advice from members would be to continuously doze the bacteria for shrimp
or fulvic grains from benibachi or lowkeys. after every water change.

hope you can see better improvement.

For white band, most likely is insufficient calcium. Try to aim for gH of at least 4.
As for shrimps turning black/blue, that's something a bit strange.

For nitrate, if possible aim for zero by using more floating plants and/or overfiltration. But doubt nitrate at 10ppm will kill your shrimps immediately unless something's wrong with your test kit. And also check the ammonia and nitrite levels at the same time as well.
