    My Eheim 2213 seems causing water surface agitate too much.

    Can anybody kind to teach me how to adjust the flow rate of canister filter?

    Add a tap to the output side of the canister
    or
    multi-split the outflow to the tank.

    why don't you try fixing an outlet pipe (those longer lily pipe types are good) that shoots the outflow deeper beneath the surface..... the current is good for circulation, and placed properly, should not agitate the surface.

    what are you using to channel water back into the tank? If the outlet pipe spurts out water close or just below the water surface, there will be quite a lot of agitation. try to get those long U-shaped outlet pipes which will spurt out water at a deeper level (maybe 10 cm) below the surface.... so you will get little surface movement, but good underwater circulation (which is good for plant).

    It's a hose from filter output connect to a hard plastic tube with some small holes on it which I place in the tank. I place it about 1" below water surface.

    Where can I get those U-shaped outlet pipes? Is it a standard Eheim parts?

    there are both standard and third-party parts.... maybe you can go NA Nature and tell Chan what you need (uneven U-shaped hard plastic pipe)... I don't really like the rainbar which you have, the outflow is weakened.... much prefer direct feed into the tank....

    I was told by another bro that it is better to control the flow via spray bars instead of the double taps. The use of double taps can shorten the lifespan of the impeller.

    Any views/comments on this?

    you cannot control flow by using spray bars. you diffuse the output with spray bars.
    output flowrate is controlled by taps. and there will not be any issue if you control the outlet flowrate. however, do not control the inlet flowrate as it can damage the impeller/motor.
