This is my thinking... not sure whether it is accurate.
During filling the cylinder is need to be cooled. This way you get more CO2 into the cylinder. I think at Bioplast, they soak the cylinder into a water bath to cool it. ... or it might be something due to the heat evolved or absorbed due to change of pressure of CO2 during filling.
Maybe next time I go re-fill, I ask ah Tan why...

don't think it is meant to cool the tank. releasing whatever co2 left in the tank will be able to cool down the tank faster than dipping into water bath.

yes it meant to cool the tank. by lowering the temp, it is able to pump more co2 in. the shop i went to places my tank in the freezer and after a day co2 was pumped in.

why would the shop go to the extra expense of freezing your cylinder when a water bath can cool the cylinder?
Probably because they don't have the right type of equipment to fully fill the cylinder. That is what happened to me when I took my 5 lb cylinder to a "beer" type place. The only got 2 lbs loaded. Since I have been taking it to a fire extinguisher place, I get full refills - by people who really know what they are doing.

when gas is pumped in and compressed into liquid phase, latency heat is released so this heat needs to be removed by a cooling bath. If you want an idea how much heat is produced, just consider the reverse when gas is released and think of how cold the cylinder gets.
