Didn't know my ph is so high until I measure it. Both straight from tap and in my tank.

My green tetra are dull in color and my shrimp not breeding. Nothing serious but it should be due to high ph right?

    Anything recommended solution?
I'm using peat Moss and black water with co2 for the past few days. Seemed to reduce it but not sure if it's a long term solution.

    Re: High ph tap water.

Tap water in Singapore tends to be neutral-alkaline and usually hovers around 7.0-7.6 pH... in some areas, some people have even reported up to 8.4-8.8 pH.

The most common method to control pH is to use aquasoil substrate that buffers the tank water pH to around 6.4-6.6 pH, then no need to worry about it as the soil will automatically control the pH for you (until its buffering ability is exhausted).

Your method of using peat moss, black water and Co2 will work too, but you'll need to constantly add those to maintain the pH at your required levels.
