from the blur picture , it looks like the shrimp is filled with eggs and eggs over flow... somehow I don't feel that it is eggs though...

Definitely fungus. I zoomed in on my phone, shrimp eggs is not that size.You better go Google shrimp fungus and compare is it the same. Can still survive if cured.
