Can I plant japonica in Sudo fine sand without base fertilizer?
Or can I plant anything in fine sand without base fertilizer?

Vallisneria, E. tenellus, some Sagittaria and/or Cryptocorynes may work for your purposes. You will have to supplement the plants with root tabs etc over time. The depth of the sand bed should be sufficient for ample root systems to grow. The easier alternative of course is to grow plants like ferns and mosses on rocks and driftwood and use those to decorate the tank, or planting stuff in shallow jars or trays lodged into the sand bed.
