The pic is not very clear, but it seems to me that female guppy is kind of old, belly not bloated for sure. It seems to be not in good health. Is it eating?

It's still there, today I noticed the back of the fin us jagged, and a few more fishes also have jagged fins.

Internal bacteria and now fin rot. Any recommendation for medication?

Fin rot can be difficult to treat. Best is isolate affected fish to a hospital tank. Anti-bacterial medicine with some aquarium salt may help. Make frequent partial water change on the hospital tank every 2-3 days.

If your breeder tank is not too big, best way to sterilize it is using boiling water. Boil some water and pour into the tank, then slowly swirl the water from wall to wall a few times. I sterilize nets by dipping them into a pot of boiling water also. All bacteria, viruses and fungus will be killed by the high temperature.

assuming the breeder tank is made of standard glass, would this hot boiling water result in the glass to crack?

Nope, the standard 4mm glass tanks are sturdy enough to take the temperature.
