I have something similar.... But thicker.... Later will sprout new fern out... I believe should be the dead fern... But it will continue to grow. =) .
Maybe its moss that's dead? Kinda looks like the green moss but without leaves and black.
Otherwise, like what the others have mentioned, it could be black thread used to tie the moss, maybe starting to break apart and unravel from the wood.
I bought this wood last October. I soaked it in the water for a few days before tying Christmas moss on it. The black things started to appear a few weeks later. Over the last few months, it has been growing more and longer. So, I believe it is "ALIVE".
I did a quick google search on "Black Moss" and a whole bunch of photos of "Fat Choy" popped up...

My 2 cents.
These are the "dead" moss which usually will appear right at the bottom of those healthy moss on top which overshadowed them.
As they do not get enough light, they will gradually die off very slowly (become brittle) and break off easily.
However, if the "black" portion's tip manange to get some light, it will start to revive from the end of the "black"
Thus, you will see one side black and the tip with green sprout which lead you to think it is "black moss".

After reading your post, I went to examine the black moss again. You could be right. Firstly, the black moss are mostly at the bottom of the wood. Secondly, there is one black moss (the only one I could find) with green leaves towards the end (see the one in the middle of the photo).
I have two pieces of woods (next to each other so the amount of light should be similar) in the tank and the black moss is growing on only one of them.
