those type of packaged moss usually are sold on a fast basis, hence they are packed in such a way.

If you are relating to aquatic moss such as java moss/spiky moss/taiwan moss etc. They will need to be submerged. They can be grown above water but must be nearby a water source. Other hobbyist can share their experience in growing moss above water. I only grew them submerged

Yeah, most mosses used for aquariums can grow both submerged and emersed, but when emersed they need to be in high humidity environments or have sufficient water wicking up the moss to keep them hydrated.
I place some leftover java moss in a sealed ziploc bag with some moisture for 4 months in my bathroom.
It rot abit on the parts with least exposure to light but grew at the ends that is expose to the bathroom ambient light receive indirectly from a small frosted-glass window.
The main reason it did not die off was due to the water in the sealed bag creates humidity that is right for growth. Our local ambient temperature plays a part to contribute the humidity in the bag too.
Anyway, I think Java moss is more resilient than other species.
