Hi, any recommendation of foreground plant for a 40 cm (corrected by Vinz) tank with a 11W PL and without CO2 injection? The APP i have planted have started to melt and float to the surface . This tank is meant to keep shrimps.

Forget about E. tenellus!!! They can go as high as 15cm!

Glosso, hairgrass, riccia and moss should be fine.

    40-inch (3-1/3ft) tank with only 11W.

Only plant I can think of is plastic plant... :P

You don't have enough light for anything.

There's always a time when the ET will get too tall.

Low light, no CO2... use moss tied on pebbles and wood, and some small anubias for mid ground.

If you have a good substrate, you can use crypts too.

Why use punctuation? See what a difference it makes:
A woman, without her man, is nothing.
A woman: without her, man is nothing.

Full name is cryptocoryne. It's a family/speices/range ( however they call it ) of plants.

Crypto Prava are small... Hc would be good for 1 foot as well.

There are smaller species like C. wendtii, C. Albida and C. undulata. They say quite small especially without CO2.

You can use the mid size crypts as background, or centre piece.

In low tech conditions, some crypts will not grow very big.
