What are your tank specifications? Fert regiment, lighting, co2 injection, etc.

The dark greenish patches and spots are typically green spot algae... quite common when light is shining directly on the plants, especially with plants which are at the water surface closest to the light.

Not much issues if its algae, you can just trim away those affect leaves if you find it unsightly, new leaves will grow back anyways.

Dark green spots will become holes on the leaves, not sure if they are really algae?

you might want to check for nitrate levels, it could be very low or none at all for weeks. my water wisteria's such a nitrate sucker in the tank.

What did you do to increase nitrate?

Fertilizers, I use Seachem flourish nitrogen but there are other forms of fertilizers out there.
However, nitrogen deficiency can be one of the many possible deficiency your plant is suffering from. The best way is to test your water parameters.
For me, there are 4 key parameters that I always check on a weekly basis before doing water change:

    nitrate
    ammonia
    phosphate
    iron

if any of them is consistently at 0ppm for a couple of weeks I will increase my dosing regime for that specific nutrient. If any is excess then I will reduce.

Yeah, the algae that cover leaves will usually block light from parts of the leaves and eventually the affected parts will become holes, its normal.

Since the water wisteria plant you have is mainly to soak up nutrients and your main focus is on the fishes, just keep trimming away the affected leaves and let newer leaves grow out naturally. Their leaves are fast growing and not meant to last very long anyways. After all, trimming and throwing out the older leaves regularly is how you physically remove (aka export out) excess nutrients from the tank.
