Hi, I had set up the tank about a yr ago but without any progress.
The plants can't grow well at all. I had tried many types, like hairgrass, ricca, even plants that brought from downstairs fish shop (those like of $1.50). They will either become yellowish and die or the whole plant become "botak". Can anyone advise me what should i do?

Must try to add some liquid fert when you change water.
There are lots of posts on dosing of liquid fert. Try searching.
I spotted a few other contributing factors too. Your temperature is too high ( 25-27 degrees will be ideal), your lighting period is too long ( 10 hours'd better ).
If you do not fertilise, all other factors must be reduced. You can't have high light and c02 injection without complementary fertilisation
It will be good to add another tube of 36W.
I have tried adding liquid fert but ending up getting green water.
Thinking of redo the whole tank again...

I have started a similar size tank (with also 36W PL) just about 10 days ago and it has completely stabilised now. If you want to re-do your tank, pls remember to plant as dense as possible. Doesn't matter if you need to get rid of some plants later because you don't like them or they look out-of-wack in your tank. Fast growing stem plants are good and they help to stabilised the tank quickly. My personal opinion is that depending on how and where you position your light, it may be only good enough for a low light setup with plants such as moss, ferns, anubias, etc. Stem plants will eventually all try to grow towards the lights. Aged your water and put in commercially avaiable bacteria to jump start the efficiency of your filter to shorten the period of cloudy water. That will help the plants get the lights they need. Another thing, 12 hours photo period is too long in my opinion. Go for 8hrs first, then slowly increase to 10 hrs if I were you. Another thing about those commercially available liquid fert is that the instruction never tell you the plant-mass you need for those recommended dosage. For me as I have a low-light tank I only dose a quarter to a third of what is recommended. And since your tank is small, change water every week.
Light is not the issue here. In fact, new folks should use less light since they have no experience with CO2 usage or use DIY CO2. Until you get a handle on using it if you use it can you go ahead and work on the nutrients which is very easy. None of your nutrients will be uptaken fast if your CO2 is no good.

I would prefer more base fertiliser, e.g. 2". And about 1" of gravel above. Anyway, hope you plants can reach the base fertiliser below.
No fertiliser also mean lousy growth. Probably you used too much when you got green water. Follow the instructions.

I just realised that I had been using 2x 10000k tube for many months. No wonder got those hairy alage. Just went to buy 1x6500k tube (last piece). Is it true that there is no indicatation for 6500k tube? Every shop I went to, most of the shop owners says higher the k, the better it is. It different from what I read.
My water pH is 8.0, KH is 71.6ppm. Is it normal?
Thinking of getting bigger tank. But afraid will ended up like this one.

how did you test your kh? If you used sera test kit, you would be dropping 71 drops of the test fluid before the color change. I find it hard to believe you have such a high kh. kh of arpound 3 to 4 should be a norm for our hobby.

Nicky, 71.6ppm is 4dKH...1dKH = 17.9ppm

kH test kits. They are sold at all good LFSes.
If that is the case, my pH is way too high up. It can only archieve about 1ppm for CO2. I'm using Chuck's Planted Aquarium Calculator to calculate. It seems like kind of low.. Is there a way to increase CO2 PPM. I had tried increasing to 2 bps but the result is still the same.

What type of internal filter are you using? I hope it is not those type that is driven by an air pump.

Try to get your kH down to around 4, make sure it's stable, and increase your c02 input till your pH drops to around 6.5
I learnt that to lower pH, use only c02 and nothing else. For kH reduction... I've no idea :P
I'm using internal filter. Will try to incease CO2 output and see how.
