Joe is correct. When we refer to watts per gallon, we refer to light level equivalent to the light emitted by certain wattage of FL. PL and FL light level are roughly the same.
When those labels says that 36W = 100W, they means 36W of the PL light is equivalent to the light from a 100W incadescent bulb.

Take the actual wattage. Meaning 20W. The 3WPG guideline is based on actual PL or FL wattage.
As explained by BC, 20W = 100W means that the 20W FL is as bright as a 100W incandescent lightbulb.
Incandescent lightbulbs refer to the typical round yellow light bulb. The type used in comics to indicate the cartoon character suddenly got a bright idea.
So for 3WPG guideline, take the actual wattage of the PL or FL light tube. Not the incandescent equivalent.

No you did not get cheated. People use PL lights because they produce less heat than FL ones, and are more compact in size.

you can put more pl lights per square foot of tank surface than fl lights....
