Prices range from $400 upwards mostly depending on the build volume (ie. the largest sized object that can be printed by the printer at one go). There's an upcoming conference where you can check out the exhibition for free too http://inside3dprinting.com/singapore/
PLA and ABS are the most common plastics used currently, and while both should be aquarium safe (PLA is made from a corn derivative and ABS is the same plastic used in lego and many other kids' toys) I think ABS is a better bet as it's more stable under UV light. Its quite fun designing and printing it out, kinda like magic!
