went overseas for 2weeks, came back and started to see all those small white particles in my shrimp tank. suspected to be algae, switched off my lights for 3days, but no improvements was seen. cant find any information in the internet. Help!

Not sure but do some water change?
If the white particles are synthetic material (not living creatures or plant matter), then it could be your fine filter floss/wool breaking apart and scattering the wool fiber particles. Maybe check that.
I am only using a black filter sponge. They are extremely tiny and light weight. Most of them are floating, some sunk into the soil. I am not sure if they are moving themselves, or if its the water current. Under strong lights, they look slightly greenish. I dont think they are planaria. All shrimps are still looking healthy and even getting berried. I did noticed an increase in infusoria as well; those little bugs that are hopping around. HELP!

The moving white particles look like copepods or ostracods, i also see limpets or baby snails on the tank glass too. All quite common in shrimp tanks as there are no fishes to eat them up (small fishes love to snack on copepods). They are usually harmless and large numbers just mean there is excess feeding.
I guess your tank conditions are favourable for them to multiply... they are invertebrates, so conditions good for shrimps are good for them too.
As for the floating particles that don't move, they could just be residue from shrimp food, waste material or perhaps dead plant matter. It's best to put fine white filter wool into the filter to trap those particles, otherwise they will just keep re-circulating back into the tank and settling on the substrate.
