I'm currently using blu-tac to secure DIY DC fans to the edge of the tank. The blu-tac is not secure enough and it's hard to achieve a 45 deg angle to the water (I realise a tilted fan blowing at the water is much more effective than blowing across the water surface).
Any good idea and photo to show ?

What I did was to use 3 strips of acrylic to secure them. The broadest piece as the base and the 2 narrow ones as a supporting triangle and securing piece for the fans (with the fan screws). The 3 acrylic pieces are basically a broad base, a narrow right angle strip, and a 45 degree strip which is the support for the fans. The whole setup is mounted to the tank's rear edge using mounting tape. Hope the pic help.
