Can UHU Expanded Polystyrene transparent adhensive glue be used to attach plants to rocks? Says it is also a waterproof formula.

And also, how much are co2 tanks and what is the price for a co2 refill? I might be interested in getting one

That UHU waterproof glue you mention sounds like it "could" be safe, but until someone uses it long term with sensitive livestock and tests that it's safe, it's still an unknown. I guess you'll just have to try it and see.
If you want tried and tested glues, go for the cyanoacrylate-based super glues. Other than the ISTA brand version mentioned by HBK16, you can also get the "gel" or "jelly" type super glues from Daiso, they are suitable for gluing plants to objects in aquariums too.

For normal Co2 tanks... a brand new 2 litre steel alloy one (just the tank itself) would usually cost around $60-$80 (shiny lightweight aluminium ones will cost more), but then for it to work you'll also have to buy the regulator (preferably solenoid), needle valve, bubble counter, Co2 tubing, check valve, diffuser etc. All in would usually add up to around $200+ (can be higher or lower depending on the shop and brands of the equipment).
