Hi, I notice this green algae on the piece of rock that keeps growing. Is it harmless or I should try to get rid of it?

    I have about 15 CRS, 5 Otos, 12 Neon Tetras in a 30L tank with 11W lights for 8 hours a day.
I also dose daily half the recommended Excel since there's no CO2 for Amazon Swords, Patanal Wavy, Subwassertang, Marimio balls and another unknown stem furry plant showing on the top of the picture.

That algae is harmless... it will naturally grow in those rocks since they are bare with no plants there, yet light is shining on it, the algae is just utilizing the nutrients and light that is available.

If you want to get rid of it, just use a brush to scrub them away during tank maintenance. Adding more shrimps (alot more, like another 40-50 more) and also adding other algae eaters like nerite snails can also help to clear the algae too. It'll not be 100% but with a good combination of algae eaters in sufficient numbers, they can help to reduce the rate of algae growth noticeably.

I see. As long as it harmless, I don't mind. Thanks again UA!

If all else fails.....try Algaexit (though most folks will probably be against the use of such chemicals).
