My tank is 45cm in height and substrate level is 5cm. Can this light be used for high light setup?

Am currently considering this or the Nemo light.

Get tall plants that need high light. Mid ground and carpet, use moderate light plants.

Why use punctuation? See what a difference it makes:
A woman, without her man, is nothing.
A woman: without her, man is nothing.
