I acclimated 10 shrimps 2 days ago, and they were swimming around the tank at first. Some hours later, most of them are inactive and just sitting there. Their legs even don't move. They sometimes make some small movements. I put fish food flake into the tank, and they didn't notice at all.

    This is my water parameters
    GH 89.5 ppm (5d)
    KH 35.8 ppm (2d)
    Nitrite 0
    ammonia 0
pH >= 7.6, my kit can only detect up to 7.6

Tank information (I'm not sure what is necessary; thus, I just write everything I know)
The tank has been cycled for 20 days
    70L (0.6x0.9x0.13)
It is a cement tank, and it was used for keeping fishes before
    Has Java moss
Placed near window, and have no direct sunlight
    No additional light or fan
    Bare bottom

I also tried changing partial water or increasing water current, but nothing helped. I'm afraid that they are stressed or something, please give me some advice on this.

Try put in one piece of bamboo charcoal which you can get from Daiso or Japan Hone or lfs. I had one die each day and stopped after I put in the charcoal. Not sure if that's the thing that helped. It's been a week since with no casualty and they're breeding. Try to feed them algae based food.

It can be the PH value. I used to have similar problem too. But mine is the other end. Too acidic, PH6 and below. My problem was I have drift wood in the tank and that pull my PH low. I added dead coral into my canister filter to buffer the PH. After that problem solved.

You may want check tds if possible, since your tank is a cement tank.

Thanks for the replies guys. As @jaxondu mentioned, I tried using algae wafer, and 2 hours later, most of them were around the wafer and smashing it. I'm so glad that they finally move, but is it normal if they are only active when they sense food? For the rest of the day, I see most of them just lazily sit at one spot, very few of them swim around.

get a proper ph tester to check your tank water's ph.

I suspect the ph reading might be higher due to the cement tank.
