My previously shrimp tank started leaking and so i thought it was a good time to upgrade. I have a question though.

Those plants that I have(I am sorry I know their names) but they se to be extending upwards at a very fast rate. Are those breathing roots for the plant to respire underwater or can i cut the away?
Thanks in advance for the knowledge you guys can share with me.

Could be a flowering stem ?

It's dwarf papyrus sedge, a marsh plant, also known as cyperus haspan. The shoots are new plants which will extend out of water and in turn produce another crown which could in turn would produce another new plant....
