The reason to use soil is because it can buff PH to 6.5 or lower and keep it constant. For shrimp tank setup, floating plants + moss will do, no need seed. Chiller/ Fan will help as weather nowadays are hot.

Remember to use low PAR leds for shrimp only tanks.
If the new tank don't have shrimp/ fish, you can try this.
Seeding tank with sponge.
For shrimp setup, sponge filters are really good. The guy just took the old sponge (during WC) to his new tank, squeeze it and let the new sponge filter the dirt in the tank water. Instant bacteria for a new start up.
I didn't know you don't clean your old filter.
The vid just purely shows that during water change, you can clean your old filter in the new tank by squeezing the old filter sponge. The dirt and debris will now be in the new tank which will in turn seed the new sponge filter. Then you put the old filter sponge back into the old tank...
By the way, cleaning existing sponge filter doesn't mean no more bacteria. As long as you do it using existing tank water.
