You don't even need to remove your regulator if it's a 1-1 exchange. Most shops will have wrenches to unscrew your regulator and fix it onto a new filled tank and you're off in 5 minutes.

My regulator, I splurged big time on a CO2 Art model, so didn't want to carry it around unnecessarily.
Now to google which LFS in West does instant refill.

You are right on the procedure.
Anyway, you can just unplug the electric wire and CO2 tube then bring the whole things to LFS like Nature Aquarium (Thomson Road) to do instant 1-on-1 exchange or BioPlast (near Boon Keng MRT) for instant top-up. Both take you less than a 10mins waiting I guess.
Just be careful when you bring the solenoid valve around. So better just keep at home :P

Thanks all. I heard a shop in Clementi near C328 does instant refill, not sure the name. Going down later.
Will try some of the other suggestions you guys shared for future refills.
