Your tank has good regime of fertilizer, CO2 and adequate lighting. Hra is not that difficult to grow out in my opinion.

need some advice here on Rotala H'ra.
I always had little success with rotala H'ra, even though my other plants in the tank are good ( HC, Monte Carlo, Lugwigia etc).
My rotala H'ra ( Tissue Culture) always start out skinny, with short leaves and subsequently grow to thicker stems but still short leaves.
Tank spec is
-45 x 30cm by 30 cm
- Twinstar ES450 RGB light
-27 deg celsius
-CO2 about 2 - 3 bubbles / sec.
-Fertilization regime ( Seachem dosing regime using Potassium ( 3 ml 2 x a week) , Nitrogen ( 0.7 ml * 2 x a week) , seachem trace and comprehensive ( 2 ml * 3 times a week) , iron 1ml daily.
-KH 3
- GH 14 [ High due to river rock in tank ]
Some suggested that the high GH may be the cause of the stunned growth, although there are also guys who had successful growth with high GH.
I have since re-started my tank and the rotala H'ra is now one week old. Just to check whether the rotala is okay based on the current growth state?

Hi, the outflow is on one end of the tank as you can see in the pic.
This is the current state of the tank.I was outstation for one week and none of my family knows how to dose the fert..I bought a new comprehensive fert today and hope the plants will improve in colouration within the next few weeks, especially the ludwigia SP red which is not red now.
