Probably would like to put a pair inside my 3' tank.

small fish may get preyed up as they grow up to like 4" and above.

Actually quite a lot of fish. Some 1.5" cardinals, 6 bleeding hearts, 1 diamond tetra, 6 pencil fish, 1 honey gourami and 1 puffer and 1 pair golden dwarf

Blue acaras reach, on average, about 4.5".
They will eat small fish.
They could be ok with the plants, though they may dig at them...and if they spawn, then they will tear up the plants.
Feed them flakes, pelletes, bloodworm etc.
Be carefull not to buy a Green Terror instead of the Blue Acara, as they look almost identicle
Good tankmates are Firemouths, Convicts, Rainbow Cichlids, Blue Eye Cichlids, and other medium sized semi-aggressive cichlids.
I dont think a blue acara would work in your tank setup, unless you want it to eat all your tetras, that is
