Been having algae problems for the longest time.

First it was some slimy algae growing on my moss. Then it was hair algae growing on my pygmy chain sword grass as well as my blyxia japonica. thouht it as my water so did 1/2 tank change. And use tooth brush to painstakingly remove all the algae clinging to my plants. But came back in 3 days. Then thought i'd add some SAE but they both died within a week. Changed my water again. Then decided to try some Cardina Japonica. All vanished within a day. I thought my pleco and Thomasi fish ate them so removed them. Then put in shrimp again. But they just seem to hide away and not eat any of my algae.... I haven't seen them in 3 days so wondering if they have died again. My fish seem fine just the shrimp keep hiding away.
Anybody can help me in my depressed state. Algae is making my tank look terrible.

    Tank is 50cm x 30 x 25.. Lighting 2 x 24w pl. Internal filter. DIY yeast Co2.
Flora: pygmy chain sword grass, Blyxia japonica, taiwan moss
    Fauna:2 rams, 3 corys, 4 tetras, 1 amano shrimp (?)
