3ft tank how many litres? well, do the simple numeric calculation for volume lor. Multiply in centimetres and then divide by 1000 I think.
Should be about 200l that range.

yr lights sounds pretty enuff for a 3ft.. i guess its either yr C02 input or there is too much water disturbance in the tank
Bubbling occurs because the water is saturated with O2 (not Co2, they are independent). In order to push the O2 to saturation, you have plants photosynthesizing like crazy. The limiting factor here is often the CO2, cos that's what plants do when they are photosynthesizing. then again, it could be the lights, though I think it should be enough (your tank not super high right?)...
According to your data, you have about 19ppm of CO2.
Like what Simon said, water turbulence can rid the water of CO2. Check if there are ripples on your water... this will help conserve whatever CO2 carbon plus is producing. Common problem with carbon plus is that it is expensive in the long run and that people can't get enough CO2 from the unit for large tanks.

I measured mine(3ft). Its 40 Gallons/150 Litres.
guys, don't you think 144 Watt for 40 Gallons of water is enough?

my 3ft is 50gallons, slightly over lah. Must check the water depth. I could only get good growth from me glosso only when I threw in more lights. My tank quite deep, 60cm.

spilopterus, u need to deduct the volume of substrate in order to have the actual water volume in your tank.

may be you got the sinking type of riccia (like what Chan has in his Zen Green Neon Paradise display)? Those does not bubble much.

Simple enough to find out izzn't it? pull out one strand and see if it floats. Sinking riccia is dark green. Normal ones are light green.

What are you using to diffuse the co2?
Carbon plus can plug into any device to diffuse CO2 meh? Can try directing the flow of a powerhead at it...
thanks for all ur advice after putting my normal cylinda co2,in to replace the carbon plus my riccia is bubbling guess wat my zebra dior spawn today ,guess now my water condition in the tank should be alright.xcept seen abit of algae ,might be buying some otos and algae eater,i only have 5 in the tanks 1sae and four lemon algae eater
