what type of ballast are u using?
I Love Penang
Your connection is correct for PL-C
I'm using normal ballast. Or do I need a starter for it to work?
yes

Actually, most of the Compact Flourescent lights have a inbuilt starter... I've mod a 13-watt to a 18 watt simply by changing the ballast (normal) and the bulb.
Regards.
Dragon,
How? OK?
2-pin PLs have built in starter whereas 4-pin PLs don't.
sherwin,
still not ok, suspect that my ballast is not working... will dismantle my 9W table-lamp over the weekend and use it ballast to test it out again.
btw, I don't think that i need a starter, as mok mentioned, 2-pin PL should have a build-in starter included.
cheers!
Yup, mok's info is quite accurate. If you have a multimeter you can check if the ballast is ok or not. Just put it to ohm range and see is you can get a reading. It should show around 3~4 ohms. Normally if it is faulty the reading shows very high resistance or open circuit.
I've tested my ballast using a multimeter, it indicated open circuit, the ballast is faulty as what Sherwin have mentioned.
It is a brand new ballast, hopefully the electical shop will exchange with me, guess need to bring a multimeter along this time.
Cheers.
Yup.... go back to the shop and demand a replacement.
