I know Black Mollies will clear the surface scum on our tank's water surface and I've been told that most live bearers will do this too. What about Endlers? Do they do this too?

My ex-Endlers seem to prefer to around the mid-water than the surface like other live bearers... I didn't have a chance to look at the mouth properly, try to look at the mouth. If it has an up-turned mouth like the mollies and guppies, then it will very likely take surface scum.

I can't think of a fish small enough that I could use. The tank is only 4 gallons. Is there a small fish I could use as my skimmer?

How about using one of those mini hang on filters or the micro pump to agitate the water surface slightly?

I have an Eheim Liberty 100 on the tank, but the surface scum still collects on the surface. It's a non CO2 set up and I don't have the filter on full flow to try and conserve whatever CO2 I have in the tank. Am I just being paranoid? Can I go full throttle with the filter?

Hmm.. normally, with Hang On Filters like the Eheim Liberty 100, you should not have any more issues with surface scum. Strange.

You can consider the rocket pencil fish. I have 3 of them helping to suck up the oil surface, provided the surface does not much movement.

    Cheers
