Small pleco bully Big Pleco by sucking its fins

I recently bought a big pleco to be company with my small pleco. The small pleco about 3/4 the size of the big matured pleco...

The small pleco just keeps biting the fins of the big pleco while the big pleco just ignores the small pleco, and when its on the floor it goes above it, and sucks.

The small pleco keep bullying the big pleco and the big one doesnt do anything..

This fish tank is 17cm (L) x 13 cm (W) x 18cm (H)

My small pleco about 8 cm long or more.. Big is 16cm I think.

Shd I get a new tank? Will this solve problem? Or isolate?

Well... a 16 cm pleco in a 17 cm tank. Not much space at all isn't it? Get a bigger tank and providing hiding space will definitely help.
