What are the factors that causes Java ferns to propagate the daughter plants from the leaves and not the rhizome? For my case, my fernlets are mostly from the leaves, so I see alot of roots dangling all over the place... Anything I can do to encourage growth from the rhizomes instead?

That sounds abit like a stemmed plant... Cutting it to induce new shoots growth...
Once the rizhome is cut, fresh shoots will appear... That is the case of the nanas... But I can't recall whether roots or at least a leave is required to be ON the rizhome for the new leave to appear.
The rizhome acts as a storage device more and so, because of that, it is possible that for Java ferns, the leaves are used first for propogation...

Its true. Check out how fish farms tie fresh java ferns. They dun care about breaking the rhizome as lots more leaves will appear. I tested this before and true enuff, new leaves pop out from the rhizome.
