I just setted up a new 2 feet tank, I have already added the plants in with ADA soil and the water has cleared. Been about 2 days already. So it is safe to go out and buy some fish to put in now? Hands itchy.

Give it about two weeks... Unless you added mulm and old filter media into your new filter.... Else your filter is still very young... Put some feeder fishes (feeder mollies or platy) in to cycle the tank if you are feeling hand itchy... They cycle the tank for you and remove algae too (if you starve them)...

you may want to consider "feeding" the filter by putting some fish food to kick-off the cycling. not too much though just a little pinch.
