to anyone using adobe photoshop.... how do you add a black border to your picture????

Simplest way I can think of is to go to Image>Canvas size. Make sure your background colour is set to black(hit "d" and then "x") first.

Another way... Create a new layer on top of the pic's layer and fill that layer with black. Now hit "ctrl"-"a", it will slect everything in that layer. Go to Select>Modify>Contract and enter in how many pixels you want to contract your selection(how thick your border will be).

if u create a new layer, it would cover the original pic wouldnt it?

The easiest way is to go through the canvas thing.

Go to Edit > Stroke

Choose your desired color and change the px to your suited border size and viola. Black border around your photo
