Converting dwarf hairgrass?

How do I convert my dwarf hairgrass from its submersed state to its emersed state?

Actually for hairgrass, it is very easy. just dump it in where you want to plant it emerse with shallow water. I didnt even bother inserting them into the soil. After a while, they will right themselves, take root and propogate. Just make sure the soil/gravel is constantly moist. Prolong exposure to sun might cause it to wither.
