I also think it is Hygrophila. As Ludwigia acruta in land form has a red stem. Unless it is another species of Ludwigia.
It's not L. arcurata.......you need a flower.....

I believe its not an arcuata too. My emersed ones have much more pointed, sparse leaves. Red stem/green stem depending on light levels. Now in winter, less light, new stems green.
Any flowers?
