I have a spatterdock (Nuphar Japonica) that has about 10 leaves. A new leaf is coming every 5- 7 days. All the leaves are reaching the surface.

Can I safely cut back all the leaves to force it to bush out rather than grow to the top?

The tank is 24 inches high.

Your method for creating a busy growth is more applicable for stem plants. Nuphar J is a Rhizome plant and does not propagate like a stem plant.

You should never cut off all the leaves of a plant. This could render the plant to weak to survive. Cutting all the leaves of the Nuphar J would also cause the rhizome to grow rather large quicky. Do be warned that its roots are really long and spread out throughout the substrate.

What is your present WPG? Maybe you could use highly lights to keep the plant low.
