The Happiest of people don't neccessary have the best of everything;
they just make the most of everything that comes along their way
When will there be 25 letters in the alphabets?
A few factors that may contribute to BGA growth:
1. Poor water flow
2. Low O2 (not exactly sure, but I suspect it)
3. Low N
4. Organics (not sure too, suspected)

If you fix the problem by raising N and don't clean up the algae will it still grow?

It will. You have to remove it as best as you can.
I once had it and thought it'll just "die off" while I increased my KNO3 addition. Not a chance. It continued growing.
Poor water flow seems to be the case for BGA my tanks.
In areas of increased water circulation, I notice that BGA is suppressed and in some cases defeated. I shift the location of my Ehiem Liberty every fortnight to clear off the BGA on the tank walls beneath the substrate. Pretty successful thus far.
