separate the fish if you can. Maybe it is just a normal cut, or maybe starting of neon tetra disease. I am not expert, but what i would do first is to take out the fish.

I think it is tetra disease.
this will cause the tetra to loose its color slowly. then die off.
Quickly take out whatever tetra having this disease. Even those with dark and dull ring near the tail. Currently, not a lot of medicine can really cure this. In my opinion.
But I got this once, the disease wiped up all my tetra.
Remember to change 30% water too.
I also have this on my cardinals. It'll start off as a fluke or very small worm that sticks to that area. Later that area will start to swell and sometimes it'll bleed. Usually it'll start off like what you see in the pic then later it'll turn black in colour. I've tried applying medication to it before and instead of getting better sometimes the whole tail will come off.
Funny thing is it's not contagious, usually one or two will have it.
oh! that means to say there is no cure for it? hmmm not contagious aR? mine see to have spread to few others leh. but not many though. so do u have a cure for it? will e fish die? mine died from the disease already! sad!
I don't know whether it help. I had same problem and it's due to water dirty. Filter long time unattended. Water some smell. 'Stir' water and lots of debris flying etc...
I cleaned the tank thoroughly. changed 50 % water till it 'smell' fresh.
Remaining cardinal saved but those infected will 100% die sooner.
Yeap usually happens when there's alot of debris flying about when the substrate is disturb though i don't experience any smell in the water. Funny thing is it usually affect one or two cardinals and it doesn't seem to spread to other species of fish though i've had cases of this problem with my emperor tetras.
If i leave the fish alone in the tank it'll usually live. But when i take it out to treat, it'll usually die due to the the whole tail falling off or the disease sort of become full blown (the infected portion becomes worst) instead of being "contained".
hi orion. thanks for the concern. i think they r better now! didnt really look out for the infected fishes. i guess they recovered. at least i see none with the disease. thanks agaiN! cheers!
