Are you sure its the temperature?
What kinds of plants do you have.
many plants like cold water but many can take 30 C temperature too.
You might consider the frozen soft drinks bottle option.

How about other factors, like fertilisation? How are you dosing fertilisers? Are you injecting CO2? How much light do you have over your how big tank?
How big is your tank?

If you are sure rising temp is the problem (same as here temp is rising rapidly for the last 1 month), you could do a temporary way to cool it down using fans. Well-positioned fan(s) has been well known to cool tank down to average of 26-27C in the hot tropics (Singapore, Jakarta, KL). You can even resort to household fan if it is just for temporary, blowing the wind towards water surface.
If your tank stays above 30C with double fans, there is something wrong with either the capacity or the positioning. Make sure it blows to water surface and exits out of the tank. This method is very easy and effective in open top tanks. With hoods, you must leave the cap open so the hot air can leave easily.
For sure chiller consume much more power, unless you have lots of $, are really annoyed with extra evaporation or really need cold below 24C then there is no urgent need to use a chiller.
