I also have a 5 litre tank in the office with xmas moss with DIY CO2 and like yours the moss bubbles even with the CO2 runs out. I am guessing because the tank is so small and shallow, enough CO2 diffuses into the water for even moss to bubble under strong light.
why I don't do garden hybrids and aquarium strains: natural species is a history of Nature, while hybrids are just the whims of Man.

It will .. provided the lights are strong.

    I did an experiment with a 15cm x 8cm plastic tank.
What I did is that I placed some Xmoss and Riccia in it and live it to sun. In it, there are only 4 tiny weeny guppy fries which I never feed them at all!

I think the fries just eat the algae & the Xmoss that grows.
Guess what? Wao! Lots of bubbles from the Riccia and Xmoss leh... those bubbling that I never see in my 2ft tank with bright lights and CO2!

I think strong lights plays an important role in photosynthesis.

one imprt point, remember to change water frequently.. the task of maintaining a small mini tank is twice as hard as a bigger tank.. I give up on mine after a while, too many work, too little time and algae was happily populated the tank

i wouldn't expect a 1ft tank with nana and java fern to bubble, you know what i mean?

whether or not you see bubbles depends on how good at oxygenating the water the plants are, how densely you plant, and whether you're providing enough nutrients too, not just the lights

it is abt 11W to be exact... the lamp cost $25.. but change the bulb coz the PL that comes with it gives off a yellow tinge....
