What other fish can I keep in a low-pH tank with Parosphromenus spp.?

Boraras spp? However, most fish may outcompete Parosphromenus as they are pretty slow at feeding. So some care on feeding may be necessary if there are other fishes in the setup.

I have a problem, the paros are very shy. I feel that having more fish will make them more active.

I would put them as slow fishes, similar to Dario dario, so I don't really think it will make them any more active. Other fishes would certainly make your tank more "alive" though.

Let's see if others can provide some input.

Having more fish won't make the paros more active.. it may make your tank seem more active.. but the fish.. will remain just as shy if not even more shy and go into hiding because of the many "lively" fishes around. This is my personal observation...
