I should think that it's more of a base fertilizer than a bacteria colony starter.

I read in one of the PFK's articles that the gunge or muck that comes with cleaning old filter wool or from the substrate during siphoning can be dried up for use later in a new tank set-up to cultivate the bacteria colony. Anyone tried this before of what are your thoughts or experience on this? I thought that the bacteria would die off when they are dried up.

Btw, do you add fresh gunge into the substrate to kick-start a new set-up? I am wondering how to complete (substrate, water, planting, etc) a large set-up, such as a 4ft tank, in a few hours while keeping the bacteria colony alive. Perhaps just squeezing some gunge from an mature filter wool onto a new filter wool would suffice.

you can fill a pail of water and setup your existing filter to run in it.
don't forget to use water from the same tank.
aeration in the pail won't hurt too.
the wool should be in the front of the filter so it can propagate down stream.
