    Lets say my tank needs 100W for 10 hours.
    Can I put in 200W but for 5 hours?

    Is it the same? Total kWh seem the same, right?
    Long term the plants will suffer?

    Yes -- long term I will suffer.
    Maybe there are some plants that has adapted to such lighting duration. Eg. in places with winter, days can be shorter.

    In winter the days are shorter, but the light is also weaker.

    don't think it'll be the same.
    if light is in excess, then other factors become limiting.
    you can try and let us know in six months time what comes out.

    Don't think they are the same either. Growth of some plants are inhibited by stronger light while others are not. Hence, some plants will grow better while other don't at all.

    Secondly, the rate at which some plants start to photosynthesize and bubbling are faster than others hence giving them a head start while those that are slower to photosynthesize will not have sufficient light duration.
