I used to have 24 watts of lights over my 1 ft cube, co2 injection and EI dosing regime.

I now have cut down the light to 13 watt due to algae attack. Still injecting co2 as per normal but the question is should I cut down the amount/frequency of ferts dose or should I stick with the dosing regime as before.

Plants are only hairgrass and e.tenellus.

Yup, if you cut down on your lighting, you have to reduce the amount of fertilization that you throw in as well. Lesser light = lesser uptake of fertilization.
