Been wondering if i got a planted tank with the scape i want. is it a must to change the base fertilizer? or can i just simply keep dosing liquid fertilizer? let say if everything is in place. plants growing well and all are fine.

If it is not broken don't fix it It is not a must to change base fertilizer. But some hardcore folks I know tear down their planted tanks every 2-3 years. redoing everything. I find that base fertilizer is important as plants tend to have more mass and grow low, given sufficient lights and CO2.

Perhaps you want to try out putting on practise the use of substrate inserts to replenish that weakening base fert.
Substrate nutrient is very important, especially to some demanding plants which benefit much from root uptake. Plants such as echinodorus sp and cryptocoryne sp will sometimes stay still or even shrink in size when they are not given much needed nutrition from the roots.

Substrate inserts could come in form of tablet, balls, capsules, caplets, sticks.

One product I'd reccomend for such demanding roots type plant is Wonder-Gro Root+.
