It should grow in low light non-CO2 environment but definitely you won't see pearling. You wish to just grow this plant or to see pearling from this plant?

yeah i am am going to supplement with c02,
i hope to see it pearl definitely.
just wondering if the light is enough, my ballast says 36w to 40 w. so i might be looking for 40 pl tubes.

Well, as to whether your riccia bubble or not is not dependent on lightings alone. You have to consider if your environmental factors like ferts, carbon dioxide, temp, etc.
But seriously, I think getting riccia to bubble is really no big deal. Not that hard to achieve. Having zero algae is a tougher challenge.

ok i am not using any base ferts since there is only going to be riccia.
so i do have co2 and 36wx2 which i am assuming is good enough. i have read that riccia does not need ferts to grow. but i want my riccia to be really lush. so what type of fert is recommended?

All plants need some form of fertilization ... for Riccia, you can use water column since it has no roots. As for the light, I think it's sufficient. CO2 is equally impt too.
